This chart from LinkedIn shows the educational background of 79 people who applied for a job that pays $47,000 per year (median household income in the same area is about $51,000):

Note that the problem is not a lack of STEM-trained applicants.

My guess is that a sizable majority of these applicants could indeed perform the required tasks.
